Crescent City, Ca., (KIEM)- This weekend flags will fly at half-mast in Crescent City. After the passing of C. Ray Smith Friday morning. A prominent figure in the community, smith spent 19 years on the city council, and served as mayor 5 different times. He was a volunteer fire fighter, and is described as a dedicated civic servant and honorable man by city staff.
