The California Department of Corrections and Rehabilitation is implementing new gang management reforms at prisons statewide, starting with Pelican Bay. CDCR says they are in a pilot program that will reduce long-term confinement in the Security Housing Units and overhaul the way gangs are managed. It’s called “Security Threat Group Identification,” and it’s enabling the department to do case by case reviews of inmates in segregated housing. The Department is focusing more on individual accountability. Reviews started in late October at Pelican Bay State Prison in Crescent City, the department says the program will be worked in by phases.
