County hears AB109 prison realignment update
EUREKA- It has been two years since AB109 took effect in the state and today Humboldt County's Chief Probation Officer presented to the board of supervisors a county update. In that update there was three main points discussed but a major focus of the presentation was about the specific programs in place for released offenders, programs that address mental health, alcohol and drug needs.
In May of 2011 AB109 prison realignment was signed into law, which shifted responsibility for incarcerating many low-risk inmates from the state to counties. Subsequently however AB117 was also signed into law that allowed for counties to establish a seven-member community corrections partnership committee whose primary responsibility is to vote on and recommend a local Community Corrections plan.
On Tuesday the findings and outcomes showed that many of the programs such as the Sheriff's Work Alternative Program and cognitive behavioral programs are helping offenders get on their feet after released from jail.
Damiano said it costs around $95 per day per bed to house an inmate, and in an effort to relieve the overcrowding that prison realignment has caused, they have created programs to help manage the jail population.
