New medical marijuana dispensaries banned, staff directed to draft new ordinance, and Halvorsen Quarry appeals denied with an added condition at Board of Supervisors meeting

EUREKA- Supervisors passed a ban prohibiting new medical marijuana dispensaries to open in Humboldt County four to one today. Currently there are three current dispensaries open in the county, one in Eureka, Garberville, and Arcata. The ban passed today will allow those dispensaries to remain open but prohibits establishment of new dispensaries until an ordinance is drafted. On Tuesday supervisors directed staff to draft a new ordinance which will define rules and regulations in which a new dispensary must operate under. 
In two weeks a committee will meet to discuss the outline of the new ordinance that will then go to the planning commission and back to the board of supervisors.
Supervisors also revisited the issue of recent appeals made against the Halvorsen Quarry reclamation plan. In a four to one vote board members denied the appeals but included an indemnification condition to protect the county. 
The appeals were filed in May 2012 by local environmental groups “Humboldt Baykeeper” and “California Trout,” against the quarry and requested revisions be made to the erosion and sediment plan, along with protection for bald eagles that nest near the quarry. The groups were concerned proper surveys and tests would not be conducted once the quarry shuts down.
