NORTH COAST- A man is killed in a hit and run incident in Willow Creek, and authorities make an arrest.  Also, the California Highway Patrol is looking for new members, and a Recruiting Seminar will be held in Eureka so applicants can learn what it takes.  It was also the last day of the Best of Humboldt Fair, and the Eureka City Council could approve the city's 2014/2015 budget at Tuesday's council meeting.
