A closer look at the Humboldt County Sheriff’s Office Criminal Multi-Casualty Incident Protocol

HUMBOLDT COUNTY, Calif. (KIEM) — The Humboldt County Sheriff’s Office’s Criminal Multi-Casualty Incident Protocol recently received statewide recognition being one of the top 3 in the state to receive the honor.

“Having a challenge award like CSAC recognizing the innovation and law enforcement aspect of this is really huge for our county,” Humboldt County Sheriff William Honsal says.

The Criminal Multi-Casualty Incident Protocol is a comprehensive set of guidelines, including common training and standards, that makes bringing different agencies together easier when a situation like an active shooter happens. It can also be adapted any time multiple agencies are responding to the same incident.

“Every time there’s a multi-agency response this protocol can be utilized so it’d help coordinate a situation,” Honsal adds.

The protocol was first established back in 2013, but out of the 4,000 square miles in Humboldt County, it only included agencies in the north Humboldt Bay area. Then in 2018, the Sheriff’s Office launched the protocol county wide.

“It’s been a huge success we’ve been through training we’ve updated the protocol and we had all public agencies sign off on this protocol so it really is something that will help our community in a lot of different ways,” Honsal says.

While there hasn’t been a multi-casualty incident where the protocol needed to be used since it was created, Sheriff Honsal stresses the importance of collaborative training and refining guidelines when needed.

“If we don’t train with it, then when it’s time to implement it then it won’t go off as well so it’s something that we’re committed to,” Honsal stresses.

The protocol in its entirety is not available to the public, which HCSO says is for safety reasons.
